Tropical storms Jose, Katia upgraded to hurricane status: NHC

Tropical Storm Jose forms to the east of Irma

Meanwhile, Hurricane Jose continued to move northwestward in the Atlantic and was blowing winds of 145 mph as a Category 4 storm about 120 miles east of the Northern Leeward Islands at 11 am EDT (3 pm GMT) on Saturday.

Here's a stunning animation put together by the National Oceanic and Atmospheric Administration's COMET Program that shows the intensity of winds from a Category 1 hurricane all the way up to a Category 5.

Army troops and personnel from the federal electricity authority have been deployed to the area on Mexico's eastern gulf coast to be on hand to help in emergencies.

Storms with winds of 111 miles per hour or higher are classified as major hurricanes.

On the five-level Saffir-Simpson scale, it was considered a Category One hurricane.

The 1-5 scale estimates potential property damage. Forecasters expect more storms to come, too. Jose is the 10th named storm of the season. In the warm phase, the ocean temperatures are warmer in the Atlantic Ocean, the wind shear tends to be weaker, the winds coming off Africa tend to fuel more hurricanes and more moisture comes off the Atlantic Ocean, Bell said.

And Katia formed in the Gulf of Mexico off of the coast of Mexico, near where Hurricane Harvey had formed.

At least 13 people are dead after Hurricane Irma slammed Caribbean islands through the night of September 6 and into the following day. The storm is expected to strengthen, and could become a hurricane by Friday, according to the National Hurricane Center.

"The system will likely end up moving inland over the northern coast of southeastern Mexico sometime late this week or this weekend", said AccuWeather hurricane expert Dan Kottlowski. It's about 400 miles southeast of Miami, Florida. However, Jose is unlikely to make landfall. Later weakens to a tropical depression. The storm reportedly cut off all power in Saint Martin and Saint Barthelemy, but no deaths have been reported thus far.

The NHC said the storm should strengthen further and would probably start drifting towards the southwest before it is forecast to hit the state of Veracruz by early Saturday.
