Former Indian Prime Minister Dr Manmohan Singh-led policy planning group of the Congress will arrive in Srinagar on a two-day visit to study the ground situation in Kashmir on Saturday.
"Such incidents have also taken place during Modi government and they do not talk about it now", Azad said.
Apart from Singh, the group comprises former Union home minister P Chidambaram, Leader of the Opposition in the Rajya Sabha, Gulam Nabi Azad and AICC general secretary Ambika Soni.
Criticising the PDP-BJP government, Azad said that Chief Minister Mehbooba Mufti had time and again said that dialogue should be started with all stakeholders, but never named who the stakeholders were.
Earlier, after reached Hari Niwas, Azad told reporters that no meeting has been fixed between the delegation and Hurriyat.
Besides, political parties the group will also meet civil society groups, youth leaders, traders, hoteliers, businessmen, local Kashmiri Pandits, minority groups, saffron and fruit growers and students.
Stating said Modi's 90% win in 2014 parliamentary election was because of Kashmir, Azad said, "During the Lok Sabha elections, he exploited sentiments of people by pitching militancy in the state against rest of the country".
Asserting that the situation during the Congress rule was much better, Azad said there were a number of young people who have suffered serious injuries including loss of sight in the violence.
"We had 35 meetings in Jammu and about 45 to 50 in Kashmir and now we are going to Ladakh".
Top security sources said they already have "actionable intelligence" on the movement of some of the active militants and would be launching a major offensive against them shortly.
