The 15-member squad led by Virat Kohli also features middle order batsman Manish Pandey, who is making a comeback to the ODI side after 2016.
Among others, those who have missed the cut are Rishabh Pant, Dinesh Karthik, Ravindra Jadeja and Ravichandran Ashwin.
Left-arm spinner Axar returns to the Indian team for the first time since October 2016, when he played the last of his 30 ODIs. The Mumbai batsman has been named as the vice-captain of the squad. The final of Champions Trophy exposed India's slow bowling frailties.
