Stepfather of suspect in Wisconsin manhunt: Surrender

Rock County Sheriff's Department Commander Troy Knudson said in a news release that authorities investigated a suspicious person complaint near St. Mary's Church in Janesville Sunday morning, but that the man was loading weapons in his vehicle to go target shooting.

Thirty-two-year-old Joseph Jakubowski is suspected of stealing more than a dozen firearms from a local gun store before setting fire to his station wagon. As a result, police had increased patrols on Sunday near places of worship, though there was no threat against any specific religious group.

Investigators have already followed up on around 400 tips and leads, according to the sheriff's department statement.

In addition, law enforcement officials said they would provide extra security to House Speaker Paul Ryan - who hails from the city at the center of the search - and his family. Federal authorities say Joseph Jakubowski, 32, may be planning an act of mass violence against a church or religious group, ABC News reports.

The "highly agitated" 32-year-old Jakubowski is still at large, and is said by police to be "armed and risky".


The FBI is offering up to $10,000 for information that leads to his capture. Spoden said he has been known in the Janesville community for disorderly conduct, has had numerous traffic stops and was also convicted of trying to disarm a police officer. He served time in prison for attempting to seize a gun from a police officer in 2009, according to Janesville police.

Sheriff Robert Spoden said some manpower and technical equipment to help with the manhunt is now coming straight from federal intelligence headquarters in Washington, D.C., and Quantico, Virginia.

Authorities have released this 15-minute video of Jakubowski mailing his manifesto (the first few minutes are dark though you can hear talking). Paul areas. Local advertising companies have offered free services to police during the manhunt, and citizens and businesses have supplied food and water to investigators, they said.
